Some views and an on-line survey at http://leohoenig.com/?p=1090
The more people that fill in the survey (only 10 questions), the more relevant it becomes

Out of interest, Leo, do you think that England simply has too many professional or semi-professional clubs? How does the EFL stack up against the likes of, say, Germany or Italy in having 4.5 divisions of full-time professional clubs? Would overall finances be improved by an overall reduction of clubs claiming a share?

Its difficult to say, but it appears we can support the number of full professional teams in the leagues, but then a high proportion of these are losing money and depending on "investment" to continue. If we installed a proper financial fair play rule, then it would be more likely to reduce players wages and squad sizes than the number of professional clubs
It is certain that there are more professional clubs in England than any other country (in the World), but it is almost impossible to calculate for semi-professional as they range from some which pay a lot to their players to others who just sub the players a little drink money.

England is the only country with more than 100 clubs with a 1000+ average attendance, despite our tendency to charge more than other countries. If we add the 92 league clubs to the current figures at http://www.nonleaguematters.co.uk/global/attendances/" onclick="window.open(this.href);return false; we reach a total of 121. All the non-league clubs except Hereford are National League, or National League North.

There was a time, more than a decade ago when Italy also exceeded (just) 100 clubs, but looking at statistics at http://www.european-football-statistics.co.uk/attn.htm" onclick="window.open(this.href);return false;, this is now down to 76. Germany reported exactly 100, while France has just 50. There is a shortage of figures for Spain, where attendances are only reported in the National divisions (42 clubs). I would hazard to estimate around 40 more get over 1000. Russia reported 56 clubs

I think as time goes on it will be harder to sustain so many pro clubs. As more money flows to the Prem driving up wages and ticket prices the lower clubs will struggle even more.
