In all rounds from next season. Premier League teams can apparently dictate this even though they don't enter the competition until the 3rd round. How is this acceptable?

Absolutely, could be a lifeline for a lot of smaller clubs, us included. Makes me laugh how the Premier League teams claim "exhaustion" or "fixture congestion" as the reason behind this, but they're more than happy to fly their squads all around the world taking part in pointless pre-season tournaments just to rake in the overseas cash..
