Wonder if that includes Bishops Cleeve, which seems to be doubling in size every year.

It does not. It is based on the ONS’s ‘built up area’ definitions.

If you look at the map in section two here and search for Cheltenham you’ll see that Cleeve is its own area, not included in Cheltenham.

Quite a few places on that list with much larger populations than Cheltenham don't even have a professional team (albeit there are some quite nearby to them).
